The Fathers of the Guard are Coffy Town's keepers of record — elders, investigators, and witnesses who hold the town's contradictions without flinching. This floor is their office because everything contested has to pass a desk before it becomes a case file: a tape gets logged, a name gets checked, a hole gets measured.

Files move in one direction. Testimony and media land in the evidence room, the Guard cross-reference them against the seasons, and only then does a dossier open downstairs for public reading. Nothing is sealed here to protect a man; it's sealed until it can be proven.

Detective Jimmy sits at the center of the room whether he likes it or not. His loyalties split — the badge, the block, Lady, and the Empty Town Revolution — and the holes in his story are the reason so many files cross-reference each other. His personal archives, and his quiet, steady support of Voices of Foster Care, are filed on this floor too.
